Parliament Passes Fuel Levy Increase Bill as Government Moves to Reform Subsidies
Parliament has passed the Energy Sector Levies Amendment Bill, 2026, increasing the fuel oil levy from GH¢0.24 to GH¢1.93 per litre and extending the Road Fund Levy to fuel oil.
Finance Minister Dr. Cassiel Ato Forson says the move is aimed at addressing abuses in the fuel subsidy regime, with companies required to pay the levy upfront at importation before receiving refunds if they qualify.
The legislation forms part of government's efforts to reform the fuel subsidy system and improve transparency in the management of energy sector levies.
