WAICO: A new institution for global AI

Chinese President Xi Jinping delivered a keynote speech at the opening of the 2026 World Artificial Intelligence Conference, calling for a fair and equitable global AI governance system. A day earlier, representatives from multiple countries signed the Convention on the Establishment of the World AI Cooperation Organization in Shanghai, marking a new step toward international AI cooperation. Together with China's newly released AI Cooperation Development Action Plan, these developments have drawn global attention. So, what will WAICO actually do? Can it turn international cooperation into practical action? And will it give developing countries a greater voice in shaping the future of AI？
