Philippines debates youth crime laws after deadly school shooting

A deadly school shooting in Tacloban City has reignited debate in the Philippines over youth crime, juvenile justice and school safety.

The attack, which killed three students, has prompted schools to introduce stricter security measures, including metal detectors and active shooter drills. Lawmakers are also debating whether to lower the age of criminal responsibility, while rights groups argue rehabilitation should remain the priority.
