Flood management: Reservoirs lowered water levels to increase flood-storage capacity and reduce the risk of overflow. Hitting pause: In high-risk areas, fishing boats were recalled to port, construction was suspended, outdoor tourist attractions were closed, and some local train services were halted. Emergency mobilization: Emergency supplies were pre-positioned, and first responders were placed on standby.
