Filipino scholar: The South China Sea is a bridge, not a barrier

Despite a view by some Filipinos that the country should lean toward the US on the South China Sea matter, he upholds the "ASEAN way" of letting regional countries manage their own issues. He describes the sea as a bridge, not a divide, and expresses confidence in concluding the South China Sea Code of Conduct this year.
