Council of State Warns Parliament Against Passing Dual Citizenship Amendment

The Council of State has written to the Speaker of Parliament, Alban Bagbin, advising against the passage of the Constitution of the Republic of Ghana (Amendment) Bill, 2025, which seeks to remove restrictions preventing dual citizens from occupying certain public offices.
The bill, popularly known as the dual citizenship bill, was previously endorsed by the Council of State during the Eighth Parliament but could not reach the consideration stage before the dissolution of the House, resulting in its reintroduction.
In a formal communication to Parliament, Speaker Alban Bagbin disclosed that the Council raised constitutional concerns over the proposed amendments, questioning aspects of the bill and its possible implications for Ghana's constitutional framework.
