Bagbin Responds to Council of State’s Concerns Over Dual Citizenship Bill

The Speaker of Parliament, Alban Bagbin, has stated that the advisory opinion from the Council of State does not prevent Parliament from considering the Constitution of the Republic of Ghana (Amendment) Bill, 2025.
However, he stressed that the concerns raised by the Council must be carefully examined as part of the legislative process.
Speaker Bagbin noted that Parliament has the constitutional mandate to amend provisions of the Constitution where necessary.
He has subsequently referred the Council of State's advisory opinion, together with his own guidance on the matter, to the Constitutional and Legal Affairs Committee for consideration and a report to the House.
The development comes as Parliament continues deliberations on proposed changes to restrictions affecting dual citizens and eligibility for certain public offices.
