The Governor of District 9104 of Rotary International, Dr. Jack Andrews Dotsey, has blamed Ghana's recurring flooding crisis on what he describes as ineffective leadership and poor decision-making.

His comments follow the recent floods in parts of Accra, which resulted in loss of lives, destruction of property, and major disruptions across communities.

Speaking on the sidelines of the joint investiture of Rotary leaders for the 2026–2027 Rotary year at the University of Ghana, Dr. Dotsey criticised authorities for approving developments on waterways without proper due diligence.

He called for greater transparency, accountability, and responsible urban planning, arguing that improved decision-making is critical to addressing Ghana's persistent flooding challenges.
