GSA Enforces New Shipper Registration Rule on ICUMS Platform

Importers and exporters operating in Ghana will be required to complete mandatory shipper registration with the Ghana Shippers' Authority (GSA) starting August 3, 2026, as enforcement begins on the Integrated Customs Management System (ICUMS) platform.
The directive is in line with Section 26(1) of the Ghana Shippers' Authority Act, 2024 (Act 1122), which mandates the registration of all shippers.
According to the Authority, the requirement will now be fully enforced through ICUMS, ensuring that all trade operators comply with the law. The annual shipper registration fee remains GH¢150, as prescribed under the Fees and Charges (Miscellaneous Provisions) (Amendment) Regulations, 2025 (L.I. 2512).
The registration will be valid for 12 months and will cover all shipment transactions undertaken by registered shippers within the period.
