EU leaders divided over Iran sanctions, Ukraine and migration policy

European Union leaders have been locked in intense discussions over foreign policy, with divisions emerging on Iran sanctions, the war in Ukraine, and migration reform.

According to senior EU officials, there is conditional openness to easing sanctions on Iran if a future memorandum of understanding between Tehran and Washington is fully implemented.

On Ukraine, tensions surfaced between senior European figures over whether the EU should open channels for dialogue with Russia, exposing deeper disagreements over the bloc's long-term strategy.

Migration also emerged as a central issue, with more than two-thirds of EU member states now supporting the creation of “migration hubs” outside the bloc. These centres would process asylum seekers whose claims have been rejected within EU territory.

With a majority also forming in the European Parliament, officials say a decision on migration hubs could be reached as early as July.
