The real story of the summit, Muñiz argues, was transatlantic strain. With disagreements stretching from trade and climate to NATO, Ukraine and Russia, Muñiz suggests that simply keeping the alliance together was itself an achievement. As he puts it, “you would be hard pressed to find a moment in the last decades where there were so many disagreements on the table across the Atlantic.”
