As the aquaculture economy continues to expand in one of China's largest marine farming hubs in southeastern Fujian Province, the waters off Xiapu County's coast have become the site of a unique experiment in grassroots governance. For those who temporarily live and work on fishing rafts, accessing public services once meant a boat ride to shore. With a government service center now established offshore, a unique community has taken root at sea.
