He appealed to all nations - “nations of origin,” “transit nations,” and the international community – to protect the vulnerable and combat the root causes driving people to flee their home countries. He specifically called out Europe, saying, "It is not enough to manage arrivals, distribute statistics, reinforce borders or lament deaths after they have occurred."
