Environmental Scientist Prof. Chris Gordon and Urban Development Planner Kofi Kekeli Amedzro of the Land Use and Spatial Planning Authority (LUSPA) have outlined key solutions to Ghana's recurring flooding problem during a discussion on Point of View with Bernard Avle.

Prof. Gordon emphasized that the simplest solution lies in strict adherence to existing laws and regulations. He noted that continuous encroachment on wetlands, construction in flood-prone areas, and weak enforcement of permits are major drivers of flooding in Accra.

He further explained that disaster risk is determined by the combination of hazard, exposure, and vulnerability, warning that the poorest communities are often the most affected because they live in high-risk areas.

Urban Development Planner Kofi Kekeli Amedzro highlighted Ghana's existing spatial development frameworks, explaining that plans exist to guide land use, green infrastructure, drainage systems, and urban growth. However, he noted that implementation remains the major challenge.

He explained that various state institutionsโ€”including LUSPA, the EPA, the Forestry Commission, highways authorities, and utility agenciesโ€”are all expected to collaborate under regional and district planning structures chaired by regional ministers.

Both experts agreed that while Ghana has the right policies and frameworks in place, weak coordination, funding gaps, and poor enforcement continue to hinder progress in solving the flooding crisis.
