Commissioner-General of the Ghana Revenue Authority (Ghana Revenue Authority), Anthony Kwasi Sarpong, has outlined major reforms aimed at strengthening Ghana's tax system, improving efficiency, and boosting domestic revenue mobilisation.
Speaking on The Point of View, he emphasized the importance of bringing seasoned private-sector professionals into government, noting that “advice is one thing—execution is another,” as institutions focus on delivery and reform.
He dismissed concerns about conflict of interest, insisting his retirement from KPMG is complete and that he has no remaining financial or professional ties that could compromise his role at the GRA.
On tax reforms, he revealed that VAT automation measures are being developed under the Fiscal Electronic Devices Act, expected to take full effect in 2028. The system will require businesses to use mandatory electronic devices to automate VAT collection and reduce leakages.
He also disclosed that the GRA collected about GH¢182 billion in 2025, representing roughly 96% of its target, despite economic pressures and currency appreciation effects.
On revenue administration, he confirmed that the GRA suspended payments to SML and halted disputed service arrangements upon assuming office, as part of efforts to clean up procurement and improve accountability.
The Commissioner-General says ongoing reforms are designed to strengthen transparency, reduce leakages, and improve tax compliance nationwide.
