Commissioner-General of the Ghana Revenue Authority (Ghana Revenue Authority), Anthony Kwasi Sarpong, has explained the controversial Publican AI system during an interview on The Point of View with Bernard Avle.

He described the system as a vetting and decision-support tool used in customs operations to assess three key areas:

Country of origin Product classification Valuation of goods

According to him, the system serves as a complementary tool for customs officers, improving accuracy and efficiency in decision-making rather than replacing human judgment.

He noted that the Publican AI system significantly improves processing time, reducing document review from about two hours to five minutes, thereby speeding up clearance processes.

He also clarified that appeal processes for valuation and classification already existed before the system was introduced. However, the new platform makes appeals faster, more structured, and less manual, reducing human discretion in the process.

The Commissioner-General further dismissed concerns about centralization challenges, insisting that the system strengthens transparency and efficiency in customs operations.
