FRANCE 24 report: Democratic Republic of Congo lifts moratorium on capital punishment

The Democratic Republic of Congo has taken extreme measures in its scramble to gain the upper hand against rebel militia in the east. It recently lifted a moratorium on capital punishment that had been in place for 20 years.
