Sirens, evacuation alerts cause panic in South Korea

Evacuation alerts sent to mobile phones after a failed North Korean satellite launch have caused panic in Seoul. The mayor of the South Korean capital has apologised for the confusion, but defended the decision to send an emergency warning.
