Memorial held in France for 27 refugees who died in boat accident

A memorial has been held in France for the refugees and migrants killed in a boat accident in the English Channel. The ceremony marks a year since the boat carrying 27 asylum seekers sank on its way to the United Kingdom from France. European Union ministers are set to discuss the migrant crisis on Friday.
