Chad peace accord: Deal allows national dialogue, wider reform

Chad's Transitional Military Council has signed an agreement in Doha, Qatar to start peace talks with several armed groups. The deal comes after five months of negotiations and paves the way for elections and a return to civilian rule. But there were some noticeable absences at the signing ceremony, as Al Jazeera's Mohamed Vall reports from Doha.
