He said operators in the refining of crude oil should approach the production of quality fuel with an open mind and dedication, regarding the management improvement process.
“The issue of adulteration, contamination and most important the loss of revenue to state through these practices, are the challenges that confront us here in Ghana,” he added.
The Deputy Minister of Energy made this observation during a two-day conference at the African Refiners Association Heads of Laboratories (ARA) in Accra.
Dr. Donkor disclosed that the adulteration of premix fuel is done through the connivance of some of refinery operators in the profession.
He said the role of quality control laboratories at the heart of the refinery's operations cannot be over-emphasised.
The Minister however stated that the issue of certification and calibration, which also is part of the core business of refiners, is paramount in modern day processing plants, adding, “It will ensure reliability of quality and safety in the refinery, the environment and customer satisfaction.”
Dr. Donkor said the government's greatest concern was the inclusion of renewable energy sources in energy mix.
He urged developing African countries to explore bio fuel, as the advanced countries had done.
“Let us, as a continent, focus our attention on Bio-fuels, which have a great potential to provide employment in our communities, and reduce our dependence on the conventional fuels,” Dr. Donkor added.
He urged member countries participating in the two day conference, to harmonise their methods of analysis to ensure the continuous operations of their refineries on the African continent.
