PPP Endorses NDPC 40-Year Plan

The Progressive Peoples Party [PPP] has call for support on the growing demand for a long-term national development plan following the wide consultation by the National Development Planning Commission [NDPC].

The Director General of the National Development Planning Commission [NDPC], Dr. Nii Moi Thompson and members of the Commission visited members of the Progressive Peoples Party [PPP] at the Party’s headoffice in Asylum down, Accra.

This exercise, was part of the ongoing broad consultations with government, the media, Political parties and Civil Society Organizations [CSOs] to develop a 40year plan that will take effect on 2018 to 2058.

He explained that the Commission would facilitate the preparation of a long-term plan by Ghanaians, as required by law, which will be submitted to Parliament for adoption.

Dr. Nii Moi Thompson said the Commission is proposing a high-level plan, or framework, that would be based on the Directive Principles of State Policy of the 1992 Constitution and international development frameworks, such as the Sustainable Development Goals and the AU’s Agenda 2063.

He posited that the vision of a “just, free and prosperous” society, as stipulated in the Constitution, as well as the goals and objectives from that vision, will drive the consultations that will take place in all 10 regions of the country and will also involve professional and trade associations as well as civil society organisations.

In preparing the plan, the Director General of NDPC noted that the Commission was mindful that Ghana was not a one-party state and that provision must be made for each party to “come in with its own strategy or medium-term plan to work towards achieving the higher ideals of a long-term development that all Ghanaians would adopt as their own."

“Emphatically,” Dr. Nii Moi Thompson indicated that it is not correct that the long-term plan will tie the hands of any government; it won’t.

Kofi Asamoah Siaw, National Secretary of the Progressive Peoples Party [PPP], tantamount to this, call for the direct principles of state planning which has being the party's highlight.

According to him, this principle includes the demand for a compulsory education for all children and the opportunity for Ghanaians to elect their own DCEs which governments have failed to implement.

He mentioned the public declaration of assets regime especially by political parties should become compulsory in order to deal with the abuse of incumbency.

He added that Parliament should be separated from the executives which mostly affects the administrative process of Parliament proceedings.

According to the General Secretary of the Party, these must be given someconsiderations as far as the the long-term development plan is concern so that we can have a progressive 40year plan for the country.

Mr. William Daworkpor, a Policy Advisor of the Party asked whether if there are assurances that politics as usual will not compromise the effort of putting together the views of Ghanaians into the long-term development plan.

He mentioned that the Constitutional Review Committees' report also requires that long-term development plan must be legislated but the Director General of NDPC, in a knee jerk reaction said Parliament subsequent to article 815 must approveit.

Significant to this exercise, the Director General added that in every 10 election year of the 40year, there shall be a Parliamentary review whiles NDPC will also provides the annual progress report.

Mr. William Daworkpor added NDPC must put in strong implementation measures to protect the plan so that it doesn't becomeapolitical propaganda document instead of a national document.

Madam Eva Lokko, the running mate of the Party said Public Health Nursing must be re-established in order to reduce the high incidence of mother and infant mortality in the country.

Mr. Mike Eghan, chairman of the Advisory Council of the Party noted that strong measures should be put in place to punish governments that fails to abide by the plan.

Mr. Addae Sebo, Member of the Advisory Council, PPP, said the current generation of leaders have failed Ghanaians.

According to him, the 40year plan must open a window of opportunity for Ghanaians and our country to regain its high economic status [new Ghana].
