Executive Director of IMANI Ghana, Mr. Franklin Cudjoe believes the ghost names on Controller and Accountant General's Payroll still exist due to the refusal of Seth Terkper to follow the instruction of former Finance Minister, Dr. Kwabena Duffuor when he [Terkper] was the Deputy Finance Minister.

According to him, the ghost names are deeply rooted in the payroll system because Seth Terkper refused to act on the letter instructing him to carry out the necessary measures; adding that his action has caused financial loss to the state.

Speaking on  Okay Fm's “Ade Akye Abia” Morning Show , Franklin Cudjoe underscored that the ghost names which have overshadowed the payroll system in the country should be blamed on Seth Terkper.

He maintained that the country is losing a lot of financial assistance from European Union due to the ghost names on Controller payroll.

'No matter how many times we have asked our fetish priest to pour libation to stop the ghost names on our payroll, they keep coming because they are stubborn…I respect Seth Terkper a lot but at times let's put friendship aside and deal with good governance issues; I told him that if he had acted on the instruction of his boss, Dr. Kwabena Duffuor concerning the ghost names on our payroll, we would not have witnessed the ghost names on National Service Scheme; we would not be seeing the overshadow ghost names on controller payroll today,' he stated.

'The money EU had promised would have been given to us if not because of the ghost names on our payroll. If you ask the Controller why the ghost on our payroll cannot be arrested, they say that is not their work but it is the work of the Ministries and Agencies who feed the system with ghost names…Controller and Accountant General should take the blame, how can over 55,000 people use 2,000 bank accounts? Have you heard this before?, then ghosts are too stubborn,' he ridiculed.

He however ridiculed the idea that the BNI have joined in to investigate the ghost names on the payroll system.

To him, it requires common sense sometimes and not soldiers, as the government can give a directive to all the heads of the various departments, agencies and ministries to check out for ghost names and any failure would cost their jobs; believing this will be effective more than the BNI.

He insisted that the BNI's involvement will cost the nation a lot of money and resources as it will be difficult for them to arrest ghosts.
