The Military High Command says it has identified two soldiers who allegedly forced a gentleman and his girlfriend to have sex at gun point whilst filming them at the Osu Castle Gardens.
The victims were reportedly strolling at the beach around the Osu Castle when the unidentified Naval personnel accosted them and put them through the ordeal.
The act which has been described as despicable by many was believed to have been committed in 2008.
Director of Public Relations at the Ghana Armed Forces Col. Mbawine Atintande who on Tuesday disclosed to Joy FM's Super Morning Show that the two soldiers who committed the act have been identified said, the process to deal with them was ongoing and that they would be charged within the military's own regulations.
“The Military High Command takes a very strong exception to what happened,” he stated, conceding that the soldiers behaved in a “cruel manner”.
Col. Atintande said military personnel are supposed to be responsible, saying if the soldiers are found culpable they would be “dealt with” in accordance with the National Armed Forces Regulations.
“We believe that they have behaved in a cruel manner contrary to sections of the Armed Forces Act, which is explained in the Armed Forces Regulations, this is an Act of Parliament passed in 1962 Act 105.”
He said the Military High Command has jurisdiction to trial misdemeanors of personnel and would therefore handle this issue within its “own domain”.
The soldiers, Col. Atintande said, are expected to appear before an administrative board constituted for that purpose, “not a court marshal”, he maintained.
The military, he however, noted, have no power to handle cases like stealing, rape and killing, adding that whenever one of their own commits any of such offences, the authorities do hand him or her over to “civil police” for prosecution.
The Director of Public Relations said a third soldier who filmed the act would be sanctioned also for failing to call his colleagues to order.
