Architectural Design Of the New Court Complex

Government of Ghana has proposed a five-Storey Court Complex for the Judicial Service. The building which is a 34 court room complex and includes 18 High Court Rooms, 12 circuit, four district court rooms and other specialist courts, offices, a banking hall as well as a car park, judges' chambers among other facilities estimated at the cost of GH25 million.

The proposed court complex will be sited on Victoriaborg, which is situated next to 28th February Road Courts on the High Street, Accra, popularly known as the Cocoa Affairs Courts.

The proposed building which was initially conceived in 2001 and revived in 2005 after the collapse of the Cocoa Affairs Courts can be completed within the space of three years if funds and resources are made readily available.

Ghana Government, in collaboration with the Home Financing Company (HFC) and the Judicial Service, are the financiers of the project.

Speaking at a forum organised by the Judicial Service, last Friday, for stakeholders to make some input into the project, the Chief Justice of the Republic of Ghana, Her Ladyship Mrs Georgina Wood, said in fulfillment of the Judiciary Service's mandate in ensuring the proper administration of justice in Ghana, the Service must be equipped with the necessary tools and facilities to operate efficiently.

'The Judicial Service, as a Public Service Institution, bears the onerous responsibility for the administration of justice in Ghana,' she added.

The Chief Justice noted that the court complex does not belong to judges but to the good people of Ghana adding that the judicial service will do well to examine the possibility of finding alternatives to the frequent use of the Chief Justice's Court as the venue for non-judicial activities such as very short lectures, seminars for the exchange of ideas among others.

The Chief Justice observed that as the third arm of the realm, it is the singular aim of the judicial service to support the state in entrenching democratic governance by providing a system that is transparent, accountable, equitable and above all efficient and effective in service delivery.

Mr Felix Abbey, an architect from Avant Garde Design Services said the building when completed will provide a conducive and favourable atmosphere for lawyers and judges to be at peace with themselves to give a more fair judgment to all and sundry.
