Accra, June 25, GNA- Mr. Steve Akorli, NDC-Ho East on Friday urged Ghanaians to embrace the sitting and the creation of the 28 new districts. "The creation of the new districts should bring to an end the agitations nation-wide," he said while contributing to the debate on the motion for the adoption of the Report of the Committee on Subsidiary Legislation on the Local Government (District Assembly) (Establishment) Instruments 2004, LIs 1738-1788. He said in America it was common practice for various states to choose different cities within the same state for a commercial and administrative capital and that Ghana could replicate such a practice to ensure development.
The LIs would give legal backing to the creation of the new districts and facilitate the creation of the 30 new constituencies. Mr. Akorli appealed to the Ministries of Finance and Local Government to provide lump sums to the new districts to ensure rapid development.
Captain Nkrabeah Effah Dartey (RTD.), Deputy Minister of Local Government and Rural Development, said the sitting of a district capital was just for administrative purposes, saying this did not mean that those towns had any advantages. He was of the view that there were too many districts, such as Krachi, West Gonja and Sisala, which were rather too large for proper administration and said the division of some of the these older districts into two would facilitate the decentralisation policy.
The Second Deputy Speaker, Mr. Kenneth Dzirasah, said the passage of the LIs, which would consummate the creation of the districts, should bring about peace adding that the LIs would further bring greater autonomy to those at the grassroots. He cautioned that there were, problems to be dealt with including those of manpower and said efforts must be taken to address the issue.
Mr. Kosi Kedem, NDC-Hohoe South, also welcomed the creation of the new districts, saying he would have wished that all the 230 constituencies would become districts assemblies in future to ensure that more resources were sent to them for development. Mr. Samuel Ofosu-Ampofo, NDC Fanteakwa, was concerned about capacity building for assembly members, saying they were essential in the decentralisation process.
