Former Sports Minister, Mustapha Ussif and GFA ExCO member Gifty Oware Mensah fingered in GH¢548m NSS ghost names scandal

Former Minister of Youth and Sports and current Member of Parliament for Yagaba-Kubori, Mustapha Yussif, is under investigation for his alleged involvement in a GH¢548.3 million payroll fraud at the National Service Authority (NSA), spanning from 2018 to 2024.

The development was disclosed on Friday, June 13, by Attorney-General Dominic Ayine during a media briefing as part of the “Operation Recover All Loot” (ORAL) initiative—a campaign launched under former President Mahama to retrieve embezzled state funds.

Yussif is one of 12 former NSA officials indicted in the scandal, which reportedly involved the use of ghost names, inflated budgetary allocations, and fraudulent loans.

Among those facing charges is Gifty Oware-Mensah, a member of the Ghana Football Association (GFA) Executive Council and former Deputy Executive Director of the NSA. She also serves as CEO of Berry Ladies FC.

According to the Attorney-General, Oware-Mensah is accused of using 9,934 ghost names to fraudulently secure a GH¢30.7 million loan from Agricultural Development Bank (ADB) through a shell company, Blocks of Life Consult. The loan was allegedly obtained without the knowledge or consent of the company’s listed directors.

The funds were then reportedly funnelled through businesses linked to her and her husband, Peter Mensah, who is also facing charges.

Both Mustapha Yussif and Gifty Oware-Mensah are expected to face charges including stealing, conspiracy to steal, causing financial loss to the state, abuse of public office for personal gain, and money laundering.

Investigations are ongoing, with asset recovery efforts and formal prosecutions expected to commence shortly.
