Election Of DCEs Is The Only Way To End Chaos Across The Country??

Ghana is a unitary state and not a federation. The local government system depends on central government for salaries and financial support. All these can be cut off in a unitary state by the President where the DCE is not loyal to him. In a federation, this cannot be done.
The only way elections of DCEs can be done in a unitary state is by the president nominating the number of people of his choice (loyal to him). Then the general public of the district (all voters of the specific) will now vote for their choice. The winner the becomes the DCE. Any other way will lead to conflict one day between a rebellious DCE and the President of the republic; the president will automatically have his way and such a DCE will be crushed into rubble and nonexistent!!!
