Education Leaked Questions For GES Promotional Examination

1. There were media reports of widely circulated leaked questions for the promotional examinations for Assistant Director 2 and Deputy Director ranks conducted on 20th and 21st February 2020. The questions were also cited on Social Media a day before the examinations. It was widely anticipated that the Ghana Education Service (GES) would have changed the said questions but this never happened.

2. Professionalizing teaching starts with the GES itself conducting its organizational systems & upholding standards in a manner reminiscent of a world-class public service institution. This includes the integrity of the GES' staff promotion systems and standards.

3. Whereas it is obvious that the Integrity of GES' teacher promotion system has been compromised by this unfortunate happening, the GES has rather chosen to descend on a defensive path by hurriedly issuing a press release to congratulate its staff and consultants for a 'Yeomans' job done. This is obviously an unfortunate attempt to water down the magnitude and effect of the leakage, rather than admitting the inefficiencies and taking necessary actions.

4. The GES' statement further indicates that its initial enquiries from all 36 centres pointed to a highly credible process without any leakage. Surprisingly, ensuing paragraphs in the same statement indicate the GES has instituted investigations into the matter. How can the GES investigate what it claims doesn't exist?

5. The usual overly defensive posture of public institutions on serious matters of public concern has become old-fashioned and an affront to public sector accountability and quality service delivery. Ghanaians certainly deserve better from the largest public service institution in Ghana, commanding about 10% of Ghana's annual budget and employing over 400,000.

6. We respectfully call on the GES to cancel the tests for Assistant Director 2 and the Deputy Director exams and re-conduct another test that has credibility and integrity.

7. We call on the Ministry of Education to investigate the circumstances leading to the wide public leakage of the tests conducted by the Institute of Education Planning and Administration of the UCC, for the GES and make its findings public.

8. GES should rather apologize to all Teachers and the Ghanaian Public for the embarrassment caused by the leakage, rather than congratulating teachers for writing a leaked exam.

9. By this release, we respectfully call on the Hon. Minister of Education to constitute a Ministerial Committee to investigate the matter and publicise the findings.
