A group known as UEW Well Wishers, which is made of alumni, lecturers and current students of the institution is the latest to join the crusade for the registrar to step aside.

The group in an open letter to the University’s council chairman Prof. Emanuel Nicholas Abakah alleged that, the current registrar of UEW Surv. Paul Osei Barima Esq forged his ‘A’ level certificate and his date of birth which management members of the university are aware of but are trying everything possible to sweep it under the carpet.

The group stated that, it will be a dent on the name of the university if their investigations which is currently ongoing turns out to be true as the sixth hundred and seventy-second (672) Act of Parliament of Ghana entitled: The University of Education Act, 2004 in section 11 list the registrar as part of five(5) key principal officers of the university.

According to them, statutes 9 of UEW makes the position of the registrar very important and special to the management of the university and questioned why a person alleged to have forged his certificate and date of birth be handed such a task.

They call on council of the university to tell the university community and the general public the truth of the matter and as well find out if the registrar has reached the retirement age.

The UEW Well Wishers Group also want the University’s council to investigate the circumstances that led to the registrar’s transfer from the University’s main campus to Mampong campus and his subsequent leaving of UEW to join KNUST before his appointment.

For the investigation to be devoid of interference, the group want the registrar to step aside for full scale investigation into the matter and has also demanded the council to publish in details all his academic qualifications and birth certificate.

Meanwhile, information available to ghfactsonline.com has indicated the group may go to court should the council of UEW fail to investigate the matter as soon as possible.

Below is the open letter to the council chair.

AN OPEN LETTER TO THE COUNCIL CHAIRMAN OF UEW

Dear Sir,

ALLEGE FORGING OF CERTIFICATE AND AGE CHEATING BY THE

REGISTRAR OF THE UNIVERSITY OF EDUCATION, WINNEBA

An investigation going on indicates that, the current registrar of our dear university has allegedly forged his ‘A’ Level certificate and also his birth date.

Reliable information indicates that management members of the university are aware of it and are trying everything possible to sweep the matter under the carpet.

Sir, The Sixth Hundred and Seventy-Second (672) Act of Parliament of Ghana entitled: The University of Education Act, 2004 in section 11 list the registrar of the university as part of the five (5) key principal officers. It is a dent to the name of the university if the current investigations going on by our team prove to be true.

Sir, section 18 of the UEW Act, 2004 states, The University shall have a Registrar who shall be appointed by the Council and shall act as secretary to the Council and such other boards and committees as the Council may direct. This implies that the council that you chair appoints the registrar and before that due diligence is done

in choosing whoever is appointed.

Statute 9 of UEW states that;

(a) There shall be a Registrar of the University who shall be appointed by the university Council and shall act as adviser to the Vice-Chancellor.

(b) In addition to the functions specified in the Act (UEW Act, 2004), the Registrar shall be responsible for providing secretarial services for all Boards and committees of Council and the Academic Board and its Sub-committees. S/he shall be a non-voting member of the Academic Board.

c. The Registrar shall be responsible for the custody of the University Seal and for affixing it to documents in accordance with the directions of Council or Academic Board in the exercise of their respective powers under the Act and under these

Statutes.

Sir, the above makes the position of the registrar very important and special to the day to day management of the university. university’s seal and for affixing them to documents.

How can someone who has forged his certificate and date of birth be trusted with such a task? Would he not

forge documents of the university? Has he not forged documents already?

Sir, we are by this asking that;

1. The University should tell the university community and the general public about the truth of the matter

2. There should be an investigation to the background of the registrar (all his academic background, change of name, change of date of birth and others)

3. The council should find out if the registrar has reached the mandatory retirement age

4. The council investigates the circumstance that led to the registrar’s transfer from UEW main campus to Mampong campus and his subsequent leaving UEW to join KNUST before his appointment.

5. The council investigates the processes that led to his appointment to establish if some people were aware of his alleged forging of documents

6. The council establishes if there are particular elements or ingredients which can prove criminal liability against him.

7. The council explains why they have not spoken or taken an action against the registrar

8. The council publishes in details all his academic qualifications and birth certificate.

9. The registrar should be made to step aside for full-scale investigation into the matter
