As per Act 517 of 1996 which established the National Disaster Management Organization (NADMO), Districts are required to develop comprehensive Disaster Management plans to manage disasters and emergencies that are likely to occur in their jurisdictions. The plan should anticipate disasters that could arise from natural and man-made causes and be consistent with the National Disaster Management Plan (NDMP),

NADMO seeks to enhance the capacity of society to prevent and manage disasters and improve the livelihood of the poor and vulnerable in rural communities through effective disaster management, social mobilization and employment generation.

NADMO’s core mandate is to plan, Prevent, Mitigate, Prepare, Rehabilitate, provide reliefs, Respond quickly to disaster, Reconstruct damaged properties of affected victims and anticipate disasters that could arise from natural and man-made causes which are consistent with the National Disaster Management Plan. The question is, did NADMO anticipate the spillage of the Bagre Dam which occurs every year and is NADMO leaving up to expectation?

Considering disasters that have happened in the past and the way it was poorly handled by NADMO, it is safe to say that NADMO is not working up to expectation because the Bagre dam spillage has been occurring every year but not much has been done to circumvent the damage caused and prevent subsequent spillages. Families in various parts of the three Northern Regions have lost lives, crops, livestock and other properties. Most of the affected victims are however farmers and this could have a ripple effect on the Nation.

We are reliably informed that officials of the Food and Drugs Authority (FDA) where prevented form inspecting the goods, according to the PRO of FDA Mr. James Lartey the FDA officer in Charge of the Upper West region was prevented from inspecting the goods before distribution, who prevented the inspection and was it a deliberate attempt to sabotage the Vice President and the Government?

It is disheartening and insensitive for NADMO to distribute expired goods to the already frustrated, needy and vulnerable victims. This act is despicable and must be met with all the contempt it deserves. We call on the government to investigate and prosecute all the NADMO officials who were supposed to have done the necessary due diligence before distributing expired goods to the affected victims, because if these officials were able to distribute expired goods to the affected victims then their jobs must also be expired
