The Alliance for Accountable Governance (AFAG) stands by our unflinching principle to support the government in revenue mobilization towards national development. It is in this light that AFAG supported monitoring calls to maximize revenue since 2009. We endorsed the ICH purely on the principle that the Telcos were milking the state. It would be recalled that this sound policy was rigorously opposed by the Ghana Chamber of Telcos, whose CEO is now the Chairperson to the board of National Communication Authority.

The new deal with GVG poses more questions for the Minister of Communications and questions our seriousness as a nation. Does the new deal guarantee value for money? So far, AFAG has learned that an amount of $7.5million has been paid to GVG for no work done. Is this true? Is GvG bringing on board something different from what pertains with the existing Ghanaian owned vendors, Subbah and Afriwave?

The Ministry of Finance, communication, and the Attorney General’s office must come clean. In the interest of the public, the good people of this country will like to know;

 

1.    What remains the role and advisory position of the Ministry of Finance and the Attorney General’s office respectively?

2.     Why the Ministry of Communication terminated existing contracts with Afriwave and signed an exclusive deal with GVG?

3.    Was the procurement process followed as our laws stipulate? The nation needs to know.

4.     Why would the Ministry of Communication, sign a contract in December 2017, to take effect in July 2018 yet decides to pay them on a monthly basis six months before their services kick-in? Is this assertion true?

AFAG wishes to state once again that we support government’s action to prevent big corporations from milking our great nation. As the group who first broke the news on government's intention to engage a 3rd party to monitor call revenues in 2009, we will forever remain keen on developments in this regard. We hope government's answers to this question will aid in our quest for AFAG to come clear and emphatic on this latest turn of events.
