A privately-owned construction company, JUSTMOH Limited has strongly rejected a claim by the Auditor General, Daniel Domelevo, that it was overpaid for proving asphaltic overlay of some selected roads in Sekondi-Takoradi in the Western Region.

The company in a statement signed by its Chief Executive Officer, Justice Amoh, and copied to Myjoyonline.com denied receiving such payments for the work it did as contained in the report.

The Auditor-General’s 2016 report has revealed grave questionable transactions at the Roads and Highway Ministry, leading to an overpayment in excess of over ¢25million to some contractors.

The report showed that instead of ¢75,053,875.39 quoted to be the total debt owed some 24 companies as at December 31, 2016, the Chief Finance Director at the Ministry paid ¢100,679,315.28 prior to the end of 2016, representing an excess payment of GH¢25,625,439.89.

The report listed JUSTMOH, a wholly owned Ghanaian company, as one of such companies which overpaid. According to the report the company was owed a total of GH¢175,343.24 but ended up receiving GH¢21,572,095.68.

However, JUSTMOH which has been operating in the construction industry for the past 22 years, says they never received any such payment from the Ministry of Finance for executing the contract on behalf of the Roads and Highways Ministry.

“The One Hundred and Seventy-Five and Forty-Three Ghana Cedis, Twenty-Four Pesewas (GHÈ»175,343.24) was in respect of an IPC No.6A raised for interest on delayed payment which went through the lawful process and approved," the CEO defended in the statement.

“The said Twenty-One Million, Five Hundred and Seventy-Two Thousand and Ninety-Five Ghana Cedis, Sixty-eight Pesewas (GHÈ»21,572,095.68) payment allegedly made to us under Emergency Asphaltic Overlay of Selected Arterial and Collector Roads in Sekondi-Takoradi Metro Assembly Ph.1 (18.55km) is not true.

“We have not received any bulk sum payment of Twenty-One Million, Five Hundred and Seventy-Two Thousand and Ninety-Five Ghana Cedis, Sixty-eight Pesewas (GHÈ» 21,572,095.68) in respect of the above-mentioned project.

“The basis used by the Auditor General to (sic) compared the IPC for the interest on delayed payment of One Hundred and Seventy-Five and Forty-Three Ghana Cedis, Twenty-Four Pesewas (GHÈ»175,343.24) with the said unsubstantiated payment of Twenty-One Million, Five Hundred and Seventy-Two Thousand and Ninety-Five Ghana Cedis, Sixty-eight Pesewas (GHÈ» 21,572,095.68) to arrive at the overpayment of Twenty-One Million, Three Hundred and Ninety-Six Thousand, Seven Hundred and Fifty-Two Ghana Cedis and Forty-Four Pesewas (21,396,752.44) is completely wrong and nonexistent.”
