Exposed! GRA’s Christian Soti Behind CTN Ghana Ltd...Allegedly Fleeces Antaser Afrique BVBA Off Cargo Tracking Notes Project

Technical Advisor to the Commissioner General of the Ghana Revenue Authority (GRA), Christian Sotie, stands accused as the man with all the answers to the circumstances that led to Cargo Tracking Notes (CTN) Ghana Limited, a company that claims to provide global online platform for African Customs, claiming to have been appointed by the Ghana Revenue Authority (GRA) for the implementation of Cargo Tracking Notes (CTN) System to/from Ghana with rest of the world, against the company that won a bid to implement the project- Antaser Afrique BVBA.

It came to pass that Antaser Afrique BVBA, which won an international competitive bid to implement the Advance Shipment Information System for all imports, including transit cargoes coming into Ghana but were asked by the erstwhile Mahama government to hold on until after the elections, approached the Transport Minister, Kwaku Ofori Asiamah, on when they could commence work.

Insiders say, the Transport Minister then asked the Antaser Afrique BVBA team to make a presentation to Christian Soti, who is a consultant to GRA so Christian would make his recommendations and see how best they could rope in the GRA to such venture.

Whether the recommendations would be made or not, after the group’s presentation, a company, Cargo Tracking Notes (CTN) Ghana Limited, suspected to have ties with the Technical Advisor to the Commissioner General of the GRA sprung up to announce to the world that it had been appointed by the revenue authority to carry out the same project for which presentations had been made to Christian Soti.

Worried about the latest development however, lawyer for Messrs Antaser Afrique BVBA, Eddie Yao Harvey, by a letter addressed to the Minister of Transport, Kwaku Ofori Asiamah, dated 19 January, 2018, copied to seven other institutions that matter, and intercepted by this paper, entreated the Minister so “… you to use your high office to settle matters amicably failing which we reserve the right to take all necessary measure of protecting the interest of our client inclusive of resorting to a Court of Law of need be.”

Not even the report to the Minister and other authorities would make CTN budge on its resolve to take the money-making business away from Antaser Afrique BVBA.

Massr CTN Ghana Limited, aside their holding various stakeholders meetings towards their projected take off of operations has, on their website: https://www.ctnghana.com indicated they would be starting work on the project on or before the 1^st February 2018, to the chagrin of Antaser Afrique BVBA.

Interestingly, whilst CTN announced to the world on it website that the company was formed in 2011, our checks at the Registrar General’s Department revealed that CTN was registered in 2015 by Geoffery Cole and Herty Cole, suspected to be husband and wide.

Meanwhile, all efforts to reach Christian Soti to respond to the allegations have hit on a snag as his 02448… we are told “is either switched off or out of coverage area”. This paper has also been reliably informed that Soti has even refused to pick the Transport Minister’s call to brief him on the latest development as far as the cargo tracking project is concerned.
