The Greater Accra Regional Minister, Ishmael Ashitey, has pre-launched the 2017 District League Table (DLT) at a stakeholders conference held for representatives of the Metropolitan, Municipal and District assemblies (MMDAs) within the Greater Accra Region last Friday.

The event which was held at the conference room of the Greater Accra Regional Coordinating Council was part of efforts by the Centre for Democratic Development, Ghana (CDD), organizers of the event to introduce participants to the objectives, processes and outcomes of the initiative (GDLT).

The Regional Minister explained that the DLT is a social accountability tool used by the organizers to rank Ghana's 216 districts by their level of development and service delivery.

Mr. Ashitey indicated that the DLT assesses the MMDAs on the basis of six main indicators which are health, education, sanitation, water, governance and security to compile a single score for each district.

He added that it also plays the key role of helping to improve transparency and accountability in national development at the grassroots level of the country's democratic process.

“With the DLT, improvements in service deliveries across the country can be tracked thus enabling citizens and policy makers know where improvements are being made and where targeted support is needed,” he stated

Head of Local Government Service, Nana Dr. Ato Arthur lauded the CDD, Gh for its efforts at contributing to strengthening democratic values in the country.

He indicated that the LGS is also implementing the Local Government Service Performance Management Systems (PMS).

According to him the PMS consist of performance contract for the Regional Minister, MMDCEs and Regional and District Coordinating Directors to enter into a Performance Appraisal for all staff of the LGS.

“Together we are working to give an impetus to assembly members, opinion leaders, chiefs and Civil Society Organizations to contribute significantly towards the development of their communities,” he stated.

A Research Officer of CDD, Ghana Mavis Zupork Dome, expressed concern about the MMDCs' delay in responding to calls for submission of required data for analysis and compilation of the rankings.
