I would not have had anything to respond to should Alhassan Salifu Bawah had concentrated on UTAG and not veered to write on the Vice Chancellor, Finance Officer and the University of Education, Winneba (UEW). As a Senior Assistant Registrar, I belong to the Ghana Association of University Administrators (GAUA). Can I please crave your indulgence to look at few statements in Bawah article, “The Lost Dignity of UTAG has now returned”.

“Section 1 (2) of the University of Education, Winneba (UEW) Act 2004, Act 672, provides that, the university shall be a body corporate with perpetual succession. A common seal and may sue and be sued in its own name". Bawah (2017) So, can we come out clearly with the facts to educate and inform the reading public with our articles and rejoinders on the conflict in the University of Education, Winneba? The case was Supi Kofi Kwayera Vrs. University of Education, Winneba (1st defendant), Ministry of Education (2nd defendant), and the Attorney General (3rddefendant). So, it is the University of Education, Winneba who was sued. Can you explain and justify why only two (2)out of five (5) Principal Officers were asked by the Winneba High Court to step aside?

The point of law and travesty of justice which UTAG and VCG raised was that the same defunct Governing Council appointed and worked with A, B, C, D & E as Principal Officers of the UEW. Why should A (VC) and E (FO) step aside and hand over to B (Pro V-C) who was also appointed by that same “defunct” Governing Council and even promoted from Associate Professor to a Professor again by the same “defunct” Governing Council? Why is Alhassan Salifu Bawah ignoring this basic facts and truth? This shows that Bawah is not an honest person. Please can this man put his integrity on the line and call a spade a spade?

Has the Winneba High Court heard from the VC and the FO? Was the law suit directed at them? Has any prima facie case of corruption and malfeasance been established against the VC and FO? So why did the Court uphold and extended such injunction with dire consequences against the VC and FO? Why the VC and FO was not subpoena and charged before the injunction of dire consequences slapped on them? Why was the University’s Lawyer Peter Zweness not at the Winneba High Court to respond to the injunction application but the Judge went ahead to impose the injunction?

“Furthermore, Article 125 (5) of the 1992 Constitution stipulates that the judiciary shall have jurisdiction in all matters civil and criminal". Bawah (2017)

Yes, it is true that the Hon. MP, Alexander Afenyo Markin spearheaded this legal tussle with only Supi Kofi Kwayera fronting for him. The MP made several allegations of criminality against the University. Now, it is time for them to come to court to prove those allegations. I hope you are preview to the payment vouchers (PVs) of the University flying on social media platforms. By now I hope you know the persons who signed and awarded the North Campus-SSNIT Road contract. I’m sure you are informed that the present VC and FO were not involved. Matters and allegations of criminality must be proven in court! We are all waiting patiently for the “legal gymnastics” come October 2017. This is where I can now agree with you: “The two accused Principal Officers of UEW (VC and FO), also have their rights grounded under Article 19 of the 1992 Constitution. Article 19 (1), provides that, a person charged with a criminal offence shall be given a fair hearing within a reasonable time by a court". Bawah (2017).

So what will happen if the Plaintiff is not successful in proving the allegations of corruption and malfeasance in the Winneba High Court? What should the University and the two Principal Officers do to you for your libelous articles? Bring civil action(s) against you, Alhassan Salifu Bawah?

“Article 195 (1) of the 1992 Constitution provides that, subject to the provisions of this Constitution, the power to appoint persons to hold or to act in an office in the public services shall vest in the President, acting in accordance with the governing council of the service concerned given in consultation with the Public Services Commission". Bawah (2017)

Same powers and discretions are available to the then NDC Government and Former President John Dramani Mahama exercised that same discretional powers to allow the Governing Councils of all public Universities to remain in office to continue work. Was this information not acknowledged in the Parliament House of Ghana? Refer to Parliament of Ghana debate of 23rd June, 2016 Fourth Series Vol. 94 No. 22 Column 2195 – 2202.

So, has the present President, Nana Addo Dankwa Akufo-Addo exercised same powers by extending a retiring IGP’s term of his office by giving him two more years extension? Please see News Desk Report (2017) Daily Graphic No. 20,449 Wednesday, August 9, 2017 p.58, “Govt gives IGP two-year extension of service”. How different is this one from what Former President John Mahama did?

“Therefore, making and unmaking a Vice Chancellor of a public university, is koko”! Bawah (2017). That is the diabolical agenda and mischief you and other mafia coup plotters in the University of Education, Winneba want to achieve. So, the overall aim of you and the Hon. MP is to unmake the Vice Chancellor Professor Mawutor Avoke. His Excellency, Nana Addo Dankwa Akuffo Addo is not interested in any ethnic and tribalistic conflict. I thought we all heard him when he charged the new Governing Council of UEW to see to an amicable settlement of all matters pending before the Winneba High Court. But who is the Vice Chancellor at the University of Health and Allied Sciences (UHAS, Ho). That’s Professor George Gyapong. Is he from the Volta Region? Are the people from Ho and for that matter Volta Region saying he must be removed from office to make way for an indigene to be a Vice Chancellor or an Ag. Vice Chancellor? That is the case of the UEW, Winneba! What a shame!

“To the 'prostitute' Agbeshie Epiphany, who was bought with a cheap appointment as Coordinator for the Office of Institutional Advancement, you are advised to publish your responses to my articles by way of rejoinders in the same medium that my articles are published, but not via email to me”. Bawah (2017). I guess I’m getting on your nerves with the “childish dough and the bull shit”. What are acceptable rejoinders? Mind you, my straight to the point responses to your chaff and illogical arguments are being forwarded to the publishers. The least qualified Lecturer in the University of Education, Winneba is now the trumpet blower for ethnic war in the UEW. I will continue to respond to your mischievous and libelous articles.
