18.01.2017 LISTEN
By Prestea Communicators For Development

The executives and members of Communicators for Development, Prestea is calling for the immediate resignation of the public relation officer and manager of Bogoso sub-office of the national health insurance ,Mr. Onipa Yeboah to resign with immediate effect. National Health Insurance Scheme was established under Act 650 of 2003 by Government of Ghana to provide basic health care services to persons resident in Ghana through mutual and private care insurance schemes. The scheme is further supported by L.l. 1809 National Health Insurance Regulations, 2004.

All workers of the authority are civil servants and as such, the Code of Conduct of the Ghana Civil Service clearly instructs civil servants not to engage in partisan politics. For the purpose of clarity, we cite the following relevant provisions of the Code which warns a civil servant not to [my own emphasis]:

a) accept any office, paid or unpaid, permanent or temporary, of any political party or organisation

b) declare himself openly as a registered member of a political party or organization

c) indicate publicly his support for any party candidate or politics

d) make speeches or join demonstrations in favour of any political party or organization

e) engage in activities which are likely to involve him in political controversy.

In light of the above regulations, we wish to state that Onipa Yeboah, who is the Public Relation Officer of the Wassa West Mutual Health Insurance, who also doubles as the manager for the Bogoso Sub-office of the scheme to resign peacefully.

In the run-up of the 2016 General Elections, Mr. Onipa Yeboah represented the then ruling National Democratic Congress as the Party representative on Best 90.5 FM political show dubbed “mpu ne mpu, as well as Trinity 96.7 FVM political shows. Both radio stations located in Bogoso, the District Capital of Prestea Huni-Valley District.

Mr. Yeboah also participated in all campaigns of the NDC in all towns

and villages located in Prestea Huni- Valley Constituency.

What has even made our request for resignation necessary is the fact that, the Bogoso sub-office of the Health Insurance has been locked since the beginning of January, 2017. Today, when Trinity 96.7 FM morning show journalist Ohemma Naomi Afriyie Nyannor interviewed him on why they have locked the offices in Bogoso, he said “our printers are all broken down”. When he was further quizzed on why they have not informed the general public, he said our hands are tight that is why we have not come out with a release”.

Meanwhile, citizens of Prestea Huni Valley who need the services of the health insurance authority are stranded, each day visiting the office without meeting any worker.

We are therefore calling on authorities of the National Health Insurance Authority and the Western Regional Manager of the Authority and all stake holders to heed to our request and call on him to resign and employ new people who are committed to serving the good people of Prestea Huni Valley District.

Signed.
