Invitation To Tender For Identification Of Hazardous Sites And Recommendation Of Remedial Measures On Selected Rural Roads

Road safety has become a key issue of concern worldwide in view of the socio-economic costs associated with road crashes. In Ghana this is a particular concern as on the average 1,800 lives are lost every year (NRSC, 2014). Apart from the unquantifiable social losses associated with road traffic crashes, it is estimated that road traffic crashes cost the country about 1.6% of its Gross Domestic Product. In response to a spate of serious and fatal traffic crashes in Ghana, diverse initiatives are being taken to address the road safety issues.

This includes the provision of safe road infrastructure for road users. In regard to this the Department of Feeder Roads (DFR), responsible for about 42,693km of rural roads in Ghana, seeks to develop a framework for the compilation of database and management of hazardous (blackspots) feeder roads sections.

The Research for Community Access Partnership (ReCAP), managed by Cardno Emerging Markets (UK) Ltd, is seeking proposals from suitably qualified organisations to implement a project entitled: Identification of Hazardous Sites and recommendation of remedial measures on selected rural roads.

The overall aim is to develop an Accident Blackspot Management System (ABMS) for the management of road safety work on the rural road infrastructure under the control of DFR through the reduction of road traffic crashes. This will be achieved by defining and implementing civil works programmes addressing the worst accident spots on inter district feeder roads and connectors.

The benefits of a programme of this nature to the affected communities will be many times the cost of the relatively minor road improvements that are implemented. A functional ABMS will make an important contribution in reducing Road Traffic Crashes (RTC) under the National Road Safety Strategy and Action Plan.

Interested tenderers are advised that the indicative budget available for this contract is a total of GBP 180,000.

This tender process is open to any organisation that meets the criteria detailed in the tender documentation. There are no nationalities/country of registration restrictions.
