Enough Of The Lil Winn, Agya Koo Concert On Voters Register: NPP/NDC Should Spare Us

Most often than not we are made to think that Kumawood comedians Lil Winn and Agya Koo are great actors in the entertainment industry who affect our emotions. Nonetheless, as a country we envisage from our blind sides the great Actors called POLITICIANS mostly in the NPP and NDC who are more than able affect our emotions and productivity negatively.

The Drama play by the NPP and NDC on the Biometric Voter Register (BVR) cannot be overemphasized with the advent of the film Director EC’s five member committee.

Lil Winn and Agyakoo do entertain and make a living of money out of their skills whilst most politicians in the NDC-NPP are no different from their stance on the BVR. Just as we enjoy Lywyn-Agyakoo so do we love and are prepared to kill ourselves for the NDC-NPP. However, lywyn-Agyakoo are true actors who will not spill blood in reality but the NPP-NDC are prepared to spill blood because most of us as Ghanaians and Voters have yielded to the caldron controlling us. Why am I saying this? Already, someone has lost his eyes in reality and will live with this deformity for the rest of his life. It is like fighting in reality after watching Lywyn-Agyarkoo film.

If the NPP and the NDC with their opprobrious assertion of “we've the men” accept the fact that they do not understand the real solution to the BVR, this will be the greatest joke of the 21st century!

DIFFERENCE BETWEEN PHOTOMETRIC VOTER REGISTER (PVR) AND BVR

From 1992-2008, the EC of Ghana used the technology of PVR. PVR captures the key data identifiers such as Nationality, Sex, Age and PHOTO.

BVR on the other hand in addition to the above key identifiers includes Biometrics. An extraordinary Identifier is THE BIOMETRICS that GOD USES TO UNIQUELY DISTINGUISH even identical twins. Biometrics makes identification easier and simpler but more expensive in terms of initial capital outlay.

Biometrics cannot determine the age and nationality of a Voter but these identifiers are PRE-QUALIFICATION of a Voter by Ghana’s constitutional provision. These provisions validate a person for the purpose of voting but does not destroy the individual identity captured.

Photocopying of foreigners identity or any other persons’s identity is rather gross disregard to the laws of the country but can be VERIFIED for the VALIDATION of voting but CANNOT INCURABLY destroy the BVR. Likewise, NHIS card enabler Voter, which is also rooted with foreigners can equally be verified.

EC Needs BVR Verification & Validation (V&V)

How can one even say BVR ( unlike photometric Voter ID used from 1992-2008) is bloated to the extend that we cannot verify? Every Data has to go through what we call Verification and Validation (V&V).

Verification is the process of ensuring that the Data captured has been transformed into a computer software with sufficient accuracy. Validation, on the other hand is the process of ensuring that the data captured is sufficiently accurate for the purpose at hand (I.e. voting)

For all various data, BVR HAS the SIMPLEST and Easiest FORM OF V& V processes.

PROCESS OF BVR VERIFICATION
What key data does the EC needs to capture to enable an individual Voter to exercise his/her constitutional rights?

The person must be Ghanaian
The person must be at least 18 years
The persons fingerprint or Iris ( Biometrics)
IT WILL MAKE ECONOMIC SENSE AND TECHNICALLY EFFICIENT FOR EC TO;

1. Open the BVR to allow all those who will be 18 by DEC 7, 2016 to be added to the current BVR by End of March 2016. We do not need to Verify before we open for the registration of new Voters capturing.
2. Reopen the BVR for verification by individual Voters placing their finger on the AFIS MACHINE. The accredited agents selected by EC and stakeholders will have to physically verify. All issues raised including the dead in BVR can then be eliminated or cleaned through this process. By end of June 2016.

1. EC and stakeholders agreeing o the final BVR compilation for 2016 by end of August 2016.

PROCESS OF VALIDATION OF BVR
The process will involve how the whole Voting System accurately serves the purpose of voting by qualified Voters at respective Polling Stations. This will involve software algorithmic iterations to check for possible multiple existence of particular Biometrics.

However, the entire voting and counting processes must clearly be understood and kept simple for easy assimilation by Voters.

LONG-TERM SOLUTION FOR BVR
The country stands the high risk of repeating similar V&V every four years. This is due to the fact that, any BVR that fails regular updates or maintenance loses its credibility. This is due to the existence of the dead, movement of people to other regions and areas, and more people attaining the age of 18years whilst new babes are born each day.

The long term solution lies with the creation of National Electronic Data Register/Infrastructure (NEDI) to serve as the base reference Data . NEDI tracks individual through life cycle of birth through to death. A great modern states data tool for socioeconomic development.

EC can benefit substantially by soliciting for its Data requirement criteria from NEDI to create the subsequent BVR for future elections.

LEARNED-HELPLESSNESS PROFESSIONALS
Learned-Helplessness is a state according to psychologists where individuals or even nations allow others to decide their destiny. Those who are chanting and beating war drums because of BVR are a disgrace to the country. Those who are failing to think through and are suggesting for financial assistance from our development partners still hold onto childish attitude from colonized mentality after 58 years of Independent country.

The NPP and NDC create such Learned Helplessness situation on simple issues in order to take advantage of creating wealth for themselves. We've the capabilities of resolving the V&V of the BVR.

The issues raised so far on BVR do not warrant technically for a New Biometric Voter Register but rather for prosecution of perceive perpetrators.

EC is equally resorting to Political Drama Acting solution out of FEAR of Pressures coming from pressure groups and the possibility of facing prosecution if indeed the allegation of photocopy of foreign biometrics were added.

Those calling for New BVR are misplaced. Most prominent personalities commenting on the need for New BVR are adding to the cinema-tics but not giving real solution.

The process of capturing for New BVR will be a waste of time and financial resources to the country at this critical economic challenges. Since the PROCESS of V&V can achieve the same results in shorter time at reduced cost drastically and as a matter of professionalism also encapsulates THE SAME PROCESS OF NEW BVR capturing, lets spare the little productivity and resources for other equally important ventures of national interest, especially on NEDI.

NPP-NDC must therefore stop the Lil Winnn-Agya Koo drama on the Voter Register and be serious with the view to looking for solutions of mirage of problems bedeviling the country.
