Tamale, Feb 25, GNA- Mr Ernest Debrah, Northern Regional Minister has called on NGOs and other establishments to limit the frequency with which they organise workshops for District Chief Executives (DCEs) and District Coordinating Directors (DCDs).
He explained that when some of these workshops last between one and two weeks, they virtually bring the administration of the assemblies to a standstill.
Mr Debrah was addressing a two-day workshop on: "Awareness Creation on District Planning and Budgeting" for DCEs and District Coordinating Directors from Brong-Ahafo, Northern, Upper East and Upper West Regions in Tamale on Wednesday.
The Regional Minister suggested to the NGOs and the establishments that whenever they wanted to organise any important workshop they could do so by zones and also ensure that the duration of such a forum was short. He asked DCEs to work in partnership with all stakeholders especially NGOs in drawing up their district development plans to be factored into the regional plans to avoid duplication and waste of resources. He said when planning, the district assemblies should take into account the life span of the projects they wanted to undertake since "it will be a waste of resources, if for example, you build a school this year only to find cracks on the walls within months".
Mr Debrah asked the assemblies to intensify their internal revenue generation instead of always relying on the Common Fund and the HIPC Fund to undertake development projects.
Professor George Gyan Baffour, Director-General of the National Development Planning Commission (NDPC) urged the DCEs and DCDs to plan and budget towards the achievement of the objectives of the Ghana Poverty Reduction Strategy (GPRS) and the Millennium Development Goals in the context of local priorities.
He advised them to facilitate the development of programmes and projects that reflect the needs and aspirations of their people to ensure that allocated funds are promptly and effectively utilised. 25 Feb 04
