PA inaugurates office complex
The Public Procurement Authority (PPA) has inaugurated its zonal office to cater for the Central and Western regions.
The PPA has been mandated by Act 663 to regulate public procurement across the country.
It objective is to ensure that effective and judicious use of state resources that would ultimately guarantee value for money.
Speaking at the inauguration, the Chief Executive Officer (CEO), Mr. Samuel Sallas-Mensah, said the PPA, in its quest to deliver on its mandate, has since its establishment embarked upon a massive capacity building exercise that has trained over 1,500 procurement functionaries through its nationwide short term training programmes.
That notwithstanding, it needs to be underscored that capacity building alone cannot bring about the needed impact of entrenching efficiency and best practices in the practice of public procurement in the country, unless it was coupled with intensive monitoring and evaluation activities in order to consolidate the gains so far made.
Mr. Mensah said results of their annual procurement assessments of entities revealed a worrying trend, whereby entities that are geographically distant from the PPA offices seem to perform poorly in terms of their adherence to the provisions of the Act and best practices in procurement, compared to their counterparts that are closer and have easy physical access to PPA advisory services and support.
