SFO Exonerates Water Company Official

The Serious Fraud Office (SFO) has exonerated Mr S.G.O. Lamptey, the interdicted General Manager in charge of operations at the Ghana Water Company from any wrongdoing in respect of the Justice Adade probe. Consequently, the Board of Directors of GWC has written to Mr Lamptey to resume work immediately.

Mr Lamptey, General Manager (Operations), who was alleged to have played a role in milking the company to the tune of about ¢300 million has subsequently been recalled from interdiction. A letter signed by the acting board chairman of the company, Mr A. R. Mussah, said: ''I am happy to inform you that as a result of your exoneration by the Serious Fraud Office from the investigations conducted on you, you are hereby recalled from interdiction immediately to resume duty as the General Manager (Operations) of the Ghana Water Company Limited.''

According to an SFO report copied to the board and the sector minister and made available to the media, investigations into the award of contract to Western Castings for cast iron pipe fittings show that the General Manager (Operations) could not be part of the decisions and the events leading to the payment of ¢300 million to the company.

The report said the first act leading to the contract in March 1999 started with a letter from the Area Director, Accra/Tema Metropolitan Area (ATMA) of the GWCL, adding that the contract was sealed with Western Castings letter of August 26, 1999, and Mr Lamptey assumed office in Accra on August 23, the same year. It said the evidence indicates that he had no part in the contract even though he assumed office three days before the Western Castings letter of acceptance.

Again, the report said even though he was in office in October 1999, the procurement of the loan of about ¢1.5 billion from the SSB Bank Limited was entirely the decision of the then Managing Director, Mr Charles Adjei.

The report said the sum of ¢300 million was paid as part of a total of about ¢2.562 billion overpayment to Western Castings. It said the overpaid sum arose from the unlawful upward review of the cedi-dollar rate of exchange which caused the original contract sum to be inflated by the sum of ¢2.562 billion, indicating that this act was principally the doing of Mr Adjei without any inputs from the General Manager (Operations).

Meanwhile, Mr Kobbie Kessie, who was dismissed by the former managing director for signing documents without his authority, among other things, has also resumed office as the General Manager, Finance and Administration, after he was exonerated from any wrongdoing by the Adade Committee which investigated the company.
