As the registration window for SIM Card registration in Ghana draws to a close, the communications regulator in Ghana, the National Communications Authority (NCA), has successfully, by its data, reported 97% registration of all active SIMs in Ghana. The reality however is that, according to the same NCA, around 5.2 million subscribers have invalid registrations either due to fake identification documents or other human error in the process of registration. This, in addition to an estimated 2 million unregistered SIM subscribers renders the imminent deactivation of all unregistered subscribers a potential catastrophe to the nation. Not only does it represent an infringement to an individual's right to communicate, it will pose a hinderance to development of the telecommunication sector, an essential ingredient of the mandate of NCA and the government, as well as a loss in revenue to the state, and a potential source of disenfranchisement and destabilization since the SIM card is also an important economic tool in the country. The issue therefore is whether the proposed deactivation on June 30th2011 should proceed or not. Our panelists will consider why this deactivation exercise will be inimical to growth and development of the country, as well as offer solutions that could be tabled to the NCA to ensure that they protect the interests of the nation, businesses and individuals in the course of exercising their mandate.
