Samreboi Hospital interdicts Administrator…over ¢1.3bn fraud

  Wed, 31 Mar 2010

THE Samreboi Hospital has interdicted its Administrator, Mrs. Juliana Manu, for the role she played in a ¢1.3b fraud perpetrated on the National Health Insurance Scheme (NHIS) in the Asankragwa District.

A management member, who was contacted by this reporter, confirmed that the woman had been interdicted, but declined to go into details, since he had not sought permission from his superiors to speak to the media.

The interdiction of the Administrator in question, comes barely a week after she confessed to having teamed up with two staff of the Asankragwa Mutual Health Insurance Scheme, in the persons of Mr. Essem Kwofie, Manager and Emmanuel Kangah, Accountant, leading to the loss of ¢1.3b.

The two men were consequently remanded into prison custody by a Tarkwa Circuit Court on the charge of stealing and conspiracy to steal.

According to information, the woman told the reconciliatory team, set up to look into the fraud, that she was conned by the Manager of the NHIS, Mr. Essem Kwofie, and the Accountant, Emmanuel Kanga, to aid them in creating separate accounts which they would lodge the ¢1.3b into, and later withdraw it.

Juliana Manu, according to our source, accepted the deal, and lodged the money into the Samartex Staff Welfare Association fund, where she was a signatory.

They three then started withdrawing the money bit by bit until they were exposed. Juliana also confessed receiving ¢50m as her reward from the two NHIS Managers.

The police are now using the Juliana (the interdicted administrator) as a prosecution witness.

A source at the Tarkwa police station, which is handling the case, however told The Chronicle that her status as a prosecution witness might be changed, for her to be arraigned before court for prosecution.
