The USA has a 'National Police', 'State Police' and 'County Police'. I am wondering whether for purposes of effective policing, we could decentralise a part of the Ghana Police Force to constitute a district force that would function, receive its remuneration, logistical support and accommodation within the community, from the district assembly under the DCE. Obviously, the District Police Commander would operate from the District Assembly's offices. This concept would have the form of the US County police who live amongst the people and know them by name and address. The community would be very willing to invest in the force because they have direct benefit from it. Spread the word.
Our generation in every community should create a database of individual profiles, Identify individual needs, from guidance through formal education, skill dev, job search, on-d-job training, services of consultants, entrepreneurship training & requirements to do business. Every working person should engage in his or her patriotic duty of educating & putting them to community work, volunteerism, into paid jobs or business. Spread d word.
