
The Daily Graphic reflects on the country's decentralization policy which has been hailed as one of the best initiatives to deepen grass-roots participation in the decision making process. It notes that countries such as Angola, Uganda, and Tanzania at different stages, have understudied the concept, modified and implemented it, and this should serve as a wake-up call for us to fast track our process. According to the paper, the decentralization policy was the devolution of power to the doorstep of the people but for some reasons politics took the better side of its implementation. The Daily Graphic is worried that anytime there is talk about the review of the decentralization policy, what quickly comes to mind is the election of DCEs. In the view of the daily, the core problems associated with the policy go far beyond the election of DCEs. The paper therefore thinks the decision to review the programme after 20 years of implementation is laudable because the decentralization process attempts to focus on the bottom-up approach rather than a top down approach.
