A national youth policy document is to be laid before parliament before the end of this year.  This is part of government determination to empower youth people.  Under the youth policy, emphasis will be placed on vocational and apprenticeship training, job creation and placement among other things.  

A national youth training and placement board will also be established to regulate vocational training and placement.

The Vice President said this in a speech read on his behalf at a opening of a 3-day Africa Youth Governance Conference to mark World Youth Day.
