Govt challenged on appointment of DCE

The transfer of the former DCE for the erstwhile Saboba/Chereponi District, Azumah Sanda Namoro to head the newly created Chereponi District has been met with public criticism.

Critics say the procedure for the appointment was flawed, saying that government did not fulfil the provisions of the Constitution.

Mr Sanda, who was the DCE for the erstwhile Saboba/Chereponi District, was transferred to head the newly created Chereponi District which was carved out of the parent district without going through any form of voting process by the members of the assembly.

Government argued that Mr Sanda did not exhaust his tenure as DCE for his former district, and therefore has been transferred to the new district to complete his tenure.

But a press statement signed by the NDC parliamentary candidate for Chereponi Constituency, Seidu Issah Abah said the appointment is a "complete violation of Article 243 (1) of the 1992 Constitution.”

The constitutional provision states that “There shall be a District Chief Executive for every district who shall be appointed by the President with prior approval of not less that two-thirds majority of members of the Assembly present and voting at the meeting.”

He has therefore appealed to the government to “quickly rectify this anomaly by appointing a DCE for the Chereponi District through due process.”

According to him, Mr Sanda holding himself up as a DCE for Chereponi therefore constitutes “an illegality and a complete disregard and breach of the Constitution of Ghana.”
