The government has announced plans to conduct a sweeping regulatory review of Ghana’s downstream petroleum sector, including the introduction of a new National Petroleum Authority (NPA) Act aimed at aligning the industry with evolving market realities.
Energy and Green Transition Minister John Jinapor, speaking at the 20th anniversary of the NPA, stressed that the reforms are critical as global energy systems increasingly shift toward renewable sources. He highlighted the need for an updated legal framework to strengthen consumer protection, market transparency, and integration of cleaner fuels.
“As we celebrate our past, we must prepare for the future. The global energy landscape is rapidly shifting towards renewables, which is why the government is undertaking comprehensive reviews and reforms within the downstream petroleum sector, including the reenactment of a new NPA Act,” Minister Jinapor said.
He explained that the new legislation would empower the NPA to oversee the integration of alternate fuels, ensure proper pricing structures, align taxes and levies, and drive a digitally enabled, environmentally conscious regulatory system. “My objective as minister is simple: to position the NPA as a regulator for the future, responsive, innovative, and environmentally aligned with our national development goals,” he added.
The NPA Chief Executive Officer, Godwin Edudzi Tamakloe, paid tribute to former President John Agyekum Kufuor for establishing the Authority and commended the contributions of past and current board members, management, and staff to its growth.
Mr. Tamakloe reaffirmed the NPA’s commitment to safeguarding Ghana’s petroleum security while maintaining rigorous oversight of the downstream sector. “The Authority's vision is to become a catalyst for transformation, whereas its mission is to regulate, oversee, and monitor the petroleum downstream in Ghana for efficiency, growth, and stakeholder satisfaction,” he stated.
The 20th-anniversary celebration was held under the theme: “20 Years of Fueling Ghana's Progress: The Journey, the Legacy and the Future.”
