TOR to commence operations in last quarter of 2025

The Managing Director of Tema Oil Refinery (TOR), Mr. Edmond Kombat, has announced that the refinery is expected to resume operations in October 2025.

He made the disclosure during an appearance before Parliament’s Energy Committee, where TOR officials briefed members on their 2025 work plan, operational challenges, and progress made under their current mandate.

Chairman of the Committee and Member of Parliament for Ho West, Hon. Emmanuel Kwasi Bedzrah, explained that the engagement forms part of the Committee’s oversight responsibilities for agencies under the Ministry of Energy and Green Transition.

In his presentation, Mr. Kombat outlined several key projects scheduled for completion this year, including the ongoing Gantry and Terminal upgrades. He added that TOR will also continue projects started by the previous management, while focusing on debt restructuring, financial reforms, and the retooling of its laboratory to support refinery operations.

The MD used the opportunity to make a special appeal to the Committee to assist TOR in addressing some of its major constraints. He highlighted issues such as restructuring TOR’s debts through ESLA receivables, converting government debts into equity, reinstating TOR’s share of the ESLA levy, and allowing the refinery to participate in the primary distribution margin.

Mr. Kombat also urged Parliament to advocate for TOR to be granted representation on the Laycan Committee, which oversees petroleum vessel allocations, as part of broader reforms to enhance the refinery’s efficiency and sustainability.
